Biography

Mr. Dickover has been at the intersection of technology and international development with experience in convening technologists and NGOs around the world for learning engagements. Experience working in over 20 countries, supporting 5 different Federal agencies, writing social media policy, implementing innovative Web 2.0 engagements, knowledge management and data sharing efforts.  Mr. Dickover heads up the Open Situation Room Exchange data sharing project at USIP’s PeaceTech Lab, which combines big data with data from local peacebuilder networks to improve situational awareness of local peacebuilders and the international peacebuilding community.  At the US State Department’s office of eDiplomacy, Mr. Dickover created and developed the Civil Society 2.0 TechCamp effort, which brings together technologists with civil society participants around the globe to share low cost, easy to implement technologies to address problems facing NGOs. Well over to 1000 organizations have participated in TechCamps to date. Was awarded a 2012 Fed 100 Award for this effort.

Mr. Dickover Co-founded CrisisCommons, a volunteer technology community in the Humanitarian Assistance/Disaster Relief area that made a significant impact in response to the Haiti disaster, Chilean Earthquake, and a number of other disasters. CrisisCommons received a $1.2 million dollar grant from the Sloan foundation under Noel’s leadership, and consequently, Noel was awarded one of the “Top 25 Doers, Dreamers and Drivers of 2012” by Government Technology Magazine.

As a consultant to DoD CIO, Noel worked on a number of Open Government efforts. Was the principle author for DoD’s draft social media policy, which was the first policy in DoD that engaged the public in policy development. Conceived of and shepherded DoD Techipedia, and played instrumental role in designing DoD’s first crowdsourced acquisition platform – DefenseSolutions.gov.
