Biography

Ryan B. Greer is the Deputy Executive Director of the impl. project.  impl. (short for “implementation”) creates data-driven, community-led CVE opportunities for local communities facing radicalization and stability concerns.

Ryan is also the CEO of Vasa Strategies — a social impact strategic advisory firm with a focus on CVE.  He recently left the State Department, where he served as Policy Advisor for Syria/Iraq Foreign Fighters.  Ryan helped launch the foreign fighter team at the State Department, serving under Ambassador Robert Bradtke, then-Senior Advisor for Foreign Fighters; Ryan was the lead action officer for foreign fighter issues during the critical late-2013 through mid-2015 period.

Prior to joining the State Department’s Counterterrorism Bureau, Ryan was a Presidential Management Fellow in State’s Bureau of International Narcotics and Law Enforcement Affairs, for which he managed criminal justice programming for Afghanistan and Pakistan, spearheading Monitoring and Evaluation reform.  He also served as a Special Assistant in the White House National Security Council’s Community Partnerships Directorate, helping implement the Strategic Implementation Plan for Empowering Local Partners to Prevent Violent Extremism.  Ryan previously served on staff for two Members of the U.S. House of Representatives.  He volunteers as an Advisor for Ideal Impact, which connects headlines to social impact, and as a Regional Board Member for Indego Africa, a social enterprise that helps women artisans in Rwanda lift themselves out of poverty.  Ryan holds a Masters in Public Policy from the McCourt School of Public Policy at Georgetown University, and a B.A. in Government from Skidmore College.
